Abstract: | The presentation was made at IEEE PES 2011 General Meeting Super Sessions in July, 2011. Community Energy Storage (CES) is a “Virtual” power plant with characteristics unlimited scalability – no financing, cost competitive within 1-2 years, superior feature sets, limited energy storage, and barriers are regulatory and mindsets. Leveraging the capabilities of distributed storage includes risk averse climate of electric distribution, control system must leverage capabilities, edge of the grid capacity management, balancing/prioritizing multiple constraints, improves service reliability – islanding and reserve capacity for reconfiguration.
