Abstract: | This is the final report of the 2004 Program Impact Evaluation of the AB970 SCE EnergySmart Thermostat Program. The study was conducted by RLW Analytics, Inc. RLW) on behalf of the Southern California Edison Company (SCE), administrator of the program. This pilot program was implemented under the direction of the California Public Utilities Commission (CPUC) through Decision 01.03.073 dated March 27, 2001 (Decision) to test the viability of a new approach to small (under 200 kW) commercial/industrial customer demand-responsiveness in hot and rural areas.
