Abstract: | This report introduces the assessment of as-is grid by non-utility stakeholders by the Advanced Power and Electricity Research Center (APERC) on West Virginia Smart Grid Implementation Plan (WV SGIP) Project. This grid modernization project is to assess the current status of the electric power grid in West Virginia in order to define the potential to implement smart grid technologies. Thus, an initial task of this project was to define the current state or “As-Is” grid in West Virginia. Financial and time constraints prohibited the development and execution of formal surveys to solicit input from the various stakeholders. However attempts were made to obtain their input through informal questionnaires and meeting with focus groups.
