This document contains the report of the pilot study conducted by Investor Owned Utilities in California to assess how residential and small commercial customers respond to various type of electricity pricing. The study was undertaken as part of the California Public Utilities Commission Rulemaking 02-06-001 to better understand how customers respond to price and the impact of automated controls.
