The American Recovery and Reinvestment Act funding of $6.1M has been awarded to Black Hills Utility Co. of Pueblo, Colorado, to start a project in 2010, that will install an additional 42,000 smart meters and communications infrastructure to help facilitate automated meter reading and provide a pilot for a dynamic pricing program in southeastern Colorado.
