AEP Texas is connected to and serves more than 1 million electric consumers in the deregulated Texas marketplace. Major cities served by AEP Texas include Corpus Christi, Abilene, McAllen, Harlingen, San Angelo, Vernon, Victoria and Laredo. AEP Texas is part of the American Electric Power (AEP) system [1].
AEP Texas began installing smart meters to its nearly 1,000,000 electric customers in October 2009. AEP Texas planned to complete the entire installation by 2013 [2]. For its smart grid initiative, AEP had chosen Landi+Gyr’s Gridstream RF (Radio Frequency) smart grid network [3]. Also, MET Laboratories was testing the smart meters from AEP Texas for accuracy at different temperature and load conditions [4].

AEP’s gridSMART® initiative was originally designed to provide the advanced grid infrastructure needed to realize the many potential benefits of the evolving smart grid [5]. According to [5], AEP Texas had completed installation of a 1 million meter smart grid network. The $308 million project is being recovered through an approved 11-year regulatory surcharge.
