This report (filed April 14, 2004) summarizes proposals and recommendations from Working Group 3 members (WG3) on the analysis framework to be used for the analysis of the costs and benefits of deploying an Advanced Metering Infrastructure (AMI) in the service territories of California’s three major investor owned utilities: Pacific Gas and Electric, Southern California Edison and San Diego Gas and Electric (Joint Utilities).
The report provides information about the proposed analysis framework for the AMI, which includes:
- Description of the Scenarios to be Analyzed in the Business Case Analysis
- Common Categories of Costs to be Included in the Analysis
- Review of Benefit Categories to be Included in the AMI analysis
- Staging of Benefit Cost Analysis
- Common Analysis Parameters for each of these Cases
- Default and Opt out Rate Choices to be Offered to Customers
- Methods to Estimate Demand Response
- Methods to Value Demand Response
- Methods for Dealing with Uncertainty
