Transmission Cost Allocation and Cost Recovery in the West

Abstract:

These slides present cost allocation, investment trends and requirements in the West. New transmission projects have been planned and proposed by NERC in response to the requirement of 22,700 circuit-miles of 2011-15, of which 43% are in WECC.

This document presents planning and cost allocation under FERC order 1000. Guidance from Order 1000 regarding regional and inter-regional planning, cost allocation, etc. are shown, too. From the guidelines of this order, several implication, for WECC, are obvious: defining WECC subregions, requirement for non-jurisdictional TOs about participation in planning and cost allocation, sharing ownership and transmission rights, etc. Northern tier transmission group (NTTG) can serve as a model for WECC, especially for cost allocation purposes. The presentation mentions about NTTG's Cost Allocation Committee (CAC), types of transmission investments, four cost allocation principles, cost allocation in major projects, etc.
