Regulatory activities

By 2009 the Oklahoma Corporation Commission approved distributed generation, including net metering. It had established load and demand side management programs and variable pricing strategies including Real Time pricing for business customers and Time-of-Use pricing for residential and business consumers. “In October 2007, the Oklahoma Corporation Commission issued a Notice of Proposed Rulemaking to amend its current rules for electric utilities as set forth in Oklahoma Administrative Code. The Commission is proposing to add a subchapter to the Administrative Code entitled “Demand Programs,” which would establish demand response and other DSM requirements for utilities. In January 2008 and then again in February 2008 the Commission issued further iterations of the propose rules… In September 2008, the Commission issued a revised set of proposed rules in response to stakeholder input about them.” [1]

Like many other states implementing smart grid, in 2010 a cost recovery rider went into effect for the deployment of smart grid projects in Oklahoma. Projects that a cost recovery rider may apply to can be located through the SGIC Smart Grid Projects Page.

Distributed generators include qualifying cogeneration, small power production facilities, and net metering installations. Pricing is based on the applicable Time-of-Day rate schedule price.

Load/demand side management includes interruptible and load curtailment service and load reduction rates. Interruptible and load curtailment service charge a reduced amount to allow for a contract portion of the customer's load to be curtailed at the company's request. Load reduction rates provide a credit for a contracted portion of the customers load being able to be curtailed at the direction of the company.

Time-of-Use pricing includes variable and critical peak pricing as well as Day-Ahead sometimes called Real Time rate pricing. Time-of-Use breaks the cost for electricity seasonally into periods with energy priced on-peak or off-peak. Variable peak pricing breaks the cost seasonally into periods with energy priced seasonal off-peak and on-peak price that varies by hour and day. Critical peak pricing breaks the cost seasonally into periods with energy priced on-peak, off-peak, and company designated critical peaks. Day-Ahead sometimes called Real Time pricing depending on the utility, provides hourly prices available eight to ten hours before the power day begins.
